Why do movies run slow on my computer?

When I watch dvd movies on my computer, they run slow like it’s in slow motion. I have a 2.4 pentium 4 with 2 gig of ddr memory, 250 gig hardrive. Im running it on windows vista ultimate. I was wondering is it because I need to upgrade my cpu to a dual core? I have a 2400 HD ATI video card.
