Why Is My Computer Running Slow

My Computer won’t start up. I’m not sure what is wrong. If anyone with any computer experience can help. Its an older Emachine. It think its a AMD processor

I have been using Norton and have had no virus problems but it has slowed my computer and lap top down enormously. Any free and safe downloads available ?
